I would describe the android operating system as solid. I have been using it for two weeks, and I have yet to see the entire operating system freeze. Individual applications have crashed, but the android handles this spectacularly well

Android was supposed to be launched in Jun 08. It has been delayed because T-Systems were bleeding in some of their businesses and had to reprioritize their business activities. Not too sure it will be rolled out anytime soon.
